Innovation

The Future of Finance

The RIFC is building a transformational business environment to catalyze the development of innovative Fintech/DeFi firms, as well as traditional financial services. In addition to integration with Honduran and regional banks, the RIFC is attracting  international firms to improve the depth of its professional services.

Fintech

The RIFC’s agility, forward-focus and optimal regulatory environment position it to catalyze an innovative FinTech ecosystem for firms using software, mobile applications and other technologies to enhance or automate financial services to businesses or consumers. Examples of the services enabled by the RIFC's clustering of innovators include mobile banking, peer-to-peer payments, automated portfolio management, and trading platforms.

DeFi

Decentralized finance enables services without intermediaries, using automated protocols on blockchains and stablecoins to facilitate fund transfers. The underlying blockchain technology also supports cryptocurrencies, non-fungible tokens (NFTs), and smart contracts.

Open banking.

The RFIC enables innovation through encouraging technical standardization in the form of APIs and policy enablers including requirements for incumbents to share customer data with FinTechs and others. Prominent examples include the European Union’s revised Payment Service Directive and the United Kingdom’s Open Banking Initiative.

Industry Engagement.

RIFC's close connection to the Roatán Financial Services Authority allows for coordinated engagements with industry through the adoption of “soft guidance”: the issuance of recommended principles and frameworks instead of rules. This opens regulatory space for innovation and reduces regulatory uncertainty. Regulator roadshows improve communication through informal access.

International collaboration.

The RIFC is seeking coordination with Honduran institutions to increase international collaboration through two-party arrangements, such as the collaboration agreements between Switzerland and Singapore (2016) or France and Canada (2018), or multi-party networks, such as the Global Financial Innovation Network that includes the United Kingdom and the United States.

Innovation Spaces.

The RIFC enables experimentation in a contained environment of reduced regulatory requirements. These provide start-ups with guidance relating to the regulation of their innovative propositions as well as increases their credibility with both investors and customers.

The RIFC possesses the fundamentals to become a vibrant International Financial Center.  This is a largely unmet demand in LATAM—the political divides of the region, the economic instability of regimes, and the historical influence of European civil codes (French and Spanish) have all made it less attractive for investors.

The RIFC’s whole-of-government approach, including an attractive tax environment, bilingual structure (English and Spanish) and supportive regulatory framework based in common law give it a decisive advantage. This financial sector strength combined with a strategy to develop an education hub that attracts and nurtures global talent will position the RIFC as the next center for economic growth and innovation.
